Authority and Information * Sumit Agarwal Federal Reserve Bank of Chicago Authority and Information

چکیده
Authority often relies on information whose collection and transmission by subordinates its very exercise discourages. In this paper, we study how the allocation of authority affects the production, transmission, and strategic use of subjective intelligence relying on exhaustive data on credit decisions. Exploiting the exogenous variation in branch-headquarters distance we find that the center is more likely to delegate authority the further away line units are. Consistent with economic theory, more autonomous branches produce more soft information; conversely, the more information they produce, the more real authority they enjoy. Our findings also identify incentives to strategically use soft information in response to local competition as a further channel through which the delegation of authority affects investment success. Finally, we provide strong evidence that in equilibrium the delegation of authority helps to overcome distance related obstacles to corporate-decision making through subjective intelligence.

متن کاملBanking Panics and Policy Responses
We study how banking panics unfold in a version of the Diamond and Dybvig (1983) model with limited commitment. As is well known, the banking authority could eliminate the possibility of a run on the banking system by committing to suspend payments to depositors if a run were to start. Once a run is under way, however, the banking authority will choose to reschedule, rather than suspend, paymen...
متن کاملAre Bank Holding Companies a Source of Strength to Their Banking Subsidiaries?
I present evidence that the cross-guarantee authority granted to the FDIC by the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 has unexpectedly strengthened the Federal Reserve's source-of-strength doctrine. In particular, I find that a bank affiliated with a multi-bank holding company is significantly safer than either a stand-alone bank or a bank affiliated with a one-b...

The consumption of households with liquid financial assets responds much more to transitory income shocks than the permanent-income hypothesis predicts. That is, middle class households with assets act as if they face liquidity constraints. This paper addresses this puzzling observation with a model of impatient households that face a large recurring expenditure. In spite of impatience, they sa...
